This series contains 21 subseries, each of which concerns one international crisis or event which arose during the Johnson administration. The first four subseries concern Latin America: Panama Crisis of 1964 (Panama Canal Zone riots); Guantanamo Water Crisis, February 1964 (Cuban cutoff of water to the Guantanamo Naval Base); Dominican Crisis, 1965 (Dominican Republic Intervention); and Organization of American States (OAS) Summit Meeting at Punta Del Este, Uruguay, April 1967. Two subseries concern Africa: President Lyndon B. Johnson's Speech on the Third Anniversary of Organization of African Unity, May 26, 1966, and the Congo C-130 Crisis, July 1967, when President Johnson sent U.S. aircraft to help the government of the Congo put down an internal rebellion. Four subseries concern the Middle East: Cyprus Crises in 1964 and 1967; Middle East Crisis, May 12-June 19, 1967 (including the Six Day War between Israel and Arab nations); South Asia, 1962-1966 (presidential decisions during the change in U.S. relations with India and Pakistan, including material on Indian-Pakistani conflicts over Kashmir; and the Indian Famine, August 1966-February 1967. One subseries concerns the Pueblo Crisis, 1968 (North Korean seizure of the USS Pueblo). Five subseries concern U.S. involvement in the Vietnam conflict: Gulf of Tonkin Attacks, August 1964; Deployment of Major U.S. Forces to Vietnam, July 1965: Honolulu Conference, February 6-8, 1966 (meeting of President Johnson with the leaders of the government of South Vietnam); Manila Conference and President Johnson's Asian Trip, October 17-November 2, 1966 (meeting of President Johnson with leaders of the governments of Australia, New Zealand, Philippines, South Korea, South Vietnam, and Thailand); and President Johnson's March 31, 1968 speech on Vietnam and his decision not to seek re-election, including material on the 1968 Tet Offensive. Four subseries concern international economic policy: Trilateral Negotiations with the United Kingdom and the Federal Republic of Germany and their underlying effect on the future of the North Atlantic Treaty Organization (NATO) alliance, 1966-1967; Kennedy Round Crisis, April-June 1967, concerning multilateral trade negotiations; Gold Crisis, November 1967-March 1968; and the 1968 Balance of Payments Program. The final subseries concerns negotiations surrounding the Nuclear Non-Proliferation Treaty, 1966-1968. Each subseries contains photocopies of key documents concerning that event or issue, including White House memorandums, State Department and Defense Department cables and memorandums, and Central Intelligence Agency (CIA) and National Security Agency (NSA) intelligence reports. Most of the histories also contain introductory material such as chronologies, lists of documents included in that history, and brief narrative overviews of the event or issue written by a member of the Office of the Special Assistant for National Security Affairs. The original documents that were photocopied for inclusion in the histories remain in the series where they were originally filed.

William G. Bowdler was born in Buenos Aires, Argentina on March 27, 1924. He later immigrated to Florida, and served in the U.S. Army from 1944 to 1946. He became a U.S. citizen in 1945. Harold Henry Saunders (December 27, 1930 – March 6, 2016) was a member of the NSC Staff from 1961 to 1974. He was responsible for the Middle East and North Africa. He served as the United States Assistant Secretary of State for Intelligence and Research between 1975 and 1978 and United States Assistant Secretary of State for Near East Affairs between 1978 and 1981.
